1. What are the countries covered by the Embassy of the Democratic Socialist Republic of Sri Lanka in the Russian Federation?

The Embassy of the Democratic Socialist Republic of Sri Lanka in the Russian Federation represents the Government of the Democratic Socialist Republic of Sri Lanka in the Russian Federation and is permanently based in Moscow.

The Embassy was founded in 1957, with the establishment of the diplomatic relations with the former USSR. Following the dissolution of USSR, Sri Lanka established diplomatic relations with countries which formed the Commonwealth of Independent States.

Embassy of the Democratic Socialist Republic of Sri Lanka in the Russian Federation is concurrently accredited to the following countries in the Commonwealth of Independent States (CIS):

  • Ukraine
  • Belorussia
  • Kazakhstan
  • Uzbekistan
  • Armenia
  • Moldova
  • Georgia

The Ambassador of the Democratic Socialist Republic of Sri Lanka in the Russian Federation is concurrently accredited as the Ambassador of the Democratic Socialist Republic of Sri Lanka to the above mentioned countries with residence in Moscow.

2. What is the role of the Embassy of Democratic Socialist Republic of Sri Lanka in the Russian Federation?

Main functions of the Embassy are:

Promoting bilateral relationship between Sri Lanka and the Russian Federation and between Sri Lanka and other accredited countries, in the political, economic and cultural spheres, in a manner beneficial to Sri Lanka.

As well as protecting the interests of Sri Lanka including those of the Sri Lankan citizens within the Russian Federation and the other accredited countries. Providing Consular services and assistance to the citizens of Sri Lanka is one of the key aspects of the Embassy’s functions.

3. The main activities of the Embassy in promoting bilateral relations between Sri Lanka and the Russian Federation and other accredited CIS countries?

The Embassy plays a key role in promoting bilateral relations between Sri Lanka and the Russian Federation and other accredited CIS countries.

In recent years the Embassy was successful in arranging 3 high level visits by the President of Sri Lanka to the Russian Federation (Moscow — February 2010, Ukraine — June 2010 and St. Petersburg — June 2011).

The Embassy has also arranged and coordinated visits of Sri Lankan delegations at Ministerial, Parliamentary and senior official levels in the economic, cultural, defense spheres.

The visits have resulted in tangible political and economic benefits to Sri Lanka. Number of bilateral agreements which were beneficial to Sri Lanka has been signed during the course of these visits.

 

Consular/Visa

 
1. I’m a Sri Lankan citizen, studying in Georgia; I lost my passport yesterday. How can I apply for a new passport?

  • First you should make an entry at the police in your region and take the original police report.
  • Inform your University regarding the lost of your passport and make suitable arrangement with them to avoid deportation until you receive a new passport.
  • For instructions on how to apply for a new passport in lieu of lost passport; please refer to the guidelines given in the web site under consular section.

2. How can I legalize my Diploma documents at the Embassy?

3. Currently I’m living in Ukraine and I want to apply for a new passport since my current passport is valid only for three more months. I cannot come to the Embassy personally since I don’t have visa to Russia. In this case how can I pay the relevant fee for a new passport and should I send my original passport to the Embassy?

Yes. You should send the original passport to the embassy since most of the time the validity is extended without issuing a new passport.

You can appoint somebody with a power-of-attorney to carry and submit the passport, fees and other relevant documents. After processing, the Embassy will return the passport to the same person.

The Embassy does not accept payments through the bank. Therefore the payments can be made to the Embassy by the person who submits the documents or you can make arrangements to pay to the Consular Department of the Ministry of external affairs of Sri Lanka.

4. What currency can I use to pay the dues for consular services?

If the payments are made to the Embassy, they can be in Rubles or in US Dollars

If the payments are made to the Ministry of External Affairs the payment should be either in US dollars or in Rupees

5. How long it will take to obtain a new passport through the Embassy?

Around 6 to 8 weeks.

Because, all applications for new passports have to be forwarded to the Controller, Immigration & Emigration, the only authority accountable for issuing passports, through the Ministry of Foreign Affairs in Sri Lanka.

6. I’m an ex-Sri Lankan, currently a citizen of the Russian Federation. I would like to obtain dual citizenship of Sri Lanka. Please advice on applying for dual citizenship.

The Departments of Immigration and Emigration of Sri Lanka have decided to revise the existing dual citizenship application processing procedure. Due to that, acceptance of dual citizenship applications has been discontinued till further notice. For more information please visit www.immigration.gov.lk

7. Can I know the new visa formalities for Russian citizens?

The Department of Immigration and Emigration of Sri Lanka has introduced “Electronic Travel Authorization” procedure from 01st of October 2011 and it will come in to force from 01st of January 2011. Citizens from 78 countries including Russia and CIS countries, who wish to visit Sri Lanka after the 01st of January 2011 should apply for “Electronic Travel Authorization” online and a relevant fee.

8. My husband is a Sri Lankan citizen and I gave birth to our child in Russia last month. I want to register my child in Sri Lanka. Can I do it through the Embassy?

Yes, you can register your child at the Embassy.

First you should obtain an English translation of your child’s Russian birth certificate and legalize it in the Consular Department of the Ministry of Foreign Affairs of Russia.

Download the birth registration applications for the Embassy website and submit to the Embassy within three months from the child’s birth.

9. How can I obtain an unmarried certificate and police report from Sri Lanka and what is the validity period of those documents?

For this purpose you should have your birth certificate and an unmarried status certificate issued by the civil registration office (SAGS). Both documents should be translated into English language and legalize at the Consular Department of the Ministry of Foreign Affairs of Russia and at the Sri Lankan Embassy in Moscow to use them in Sri Lanka.

After the registration of your marriage in Sri Lanka, your marriage certificate should be translated to English and legalized at the Embassy of the Russian Federation in Sri Lanka before leaving from Sri Lanka. To use this certificate in Russia, it should be certified at the Consular Department of the Ministry of Foreign Affairs of Russia

10. I’m a Russian citizen. How can I legalize my birth certificate translation to use in Sri Lanka?

First you should legalize your birth certificate translation at the Consular Department of the Ministry of Foreign Affairs of Russia and bring it to the Embassy with the original birth certificate.

11. We hope to get married in Sri Lanka next month. What are the Documents we should take with us and what is the procedure of legalizing the marriage certificate?

You should have an unmarried status certificate from the civil registration office (SAGS) and your birth certificate. Both documents should be translated to English language and legalize by the Consular Department of the Ministry of Foreign Affairs of Russia and at the Sri Lankan Embassy in Moscow to use them in Sri Lanka.

After the registration of your marriage in Sri Lanka, your marriage certificate should be translated in to English and legalized at the Embassy of the Russian Federation in Sri Lanka. If not certified in Consular Department of the Ministry of Foreign Affairs of Russia it is not legitimate in Russia

1. How does a student apply for Annual Russian Government Scholarships for Undergraduate studies awarded to Sri Lanka?

The Government of the Russian Federation awards annual Russian Government Scholarships for undergraduate studies to Sri Lanka through the Embassy of the Democratic Socialist Republic of Sri Lanka.

Further the Embassy advices the public to be vigilant regarding the annual Russian Government Scholarships in March-April every year. The Embassy welcomes further inquiries in this regard. Only citizens of Sri Lanka are eligible to apply.

2. What are the basic qualifications needed to apply for a Russian Government scholarship?

3. When do the degree programs start in the Russian Universities for Russian Government scholarships?

The degree programs normally commence in September-October each year.

4. What is the medium of instruction for a Russian Government Scholarship student?

It is compulsory for a Russian Government scholarship student to study in Russian medium. It is also compulsory for every Russian Government Scholarship student to successfully complete a preliminary one year Russian language program at a University selected by the Russian Government.

5. Can a Russian Government Scholarship student choose a university for continuing his/her undergraduate studies after completing the Preliminary one year Russian language program?

No. Although the students could indicate their preferences of the Russian universities, the final selections are made by the Russian Government. The Embassy is not responsible for selection of the universities.

 

Tea Promotion Unit

 
1. How can we get good Ceylon Tea?

Good Ceylon Tea is found in retail packages that have been packed in Sri Lanka — the country of tea production.

This tea is called PURE Ceylon Tea as it consists only of tea grown, processed and packed in Sri Lanka. This is then shipped to Russia and distributed throughout the country.

PURE Ceylon tea does not contain tea from any country other than Sri Lanka. It has no chemical additives or colorants. Therefore, it is a very healthy and refreshing drink at any time of the day.

For Excellent quality PURE Ceylon tea, look for the “lion logo”. That is the quality assurance mark of PURE Ceylon tea packed in Sri Lanka

2. Where can we find Ceylon Tea in Russia?

Pure Ceylon Tea can be found in most Supermarkets and retail grocery stores throughout Moscow and in other cities of Russia. In addition, you can also find Ceylon Tea in separate tea kiosks in supermarkets and in shopping centers.

It is usually found in values of 25g, 50g, 250g, 500g etc in lose tea, teabags (normal and pyramid type), packets, tins and other packaging such as ceramic jars and presentation packs.

3. Can we buy Ceylon Tea from you?

No. the Embassy nor the Tea promotion unit does not sell tea. You can buy Ceylon Tea at most of the leading supermarkets or retail stores in your area.

4. Can we get samples of Ceylon Tea from you?

The Embassy (tea promotion unit) can give you a few samples of tea for tasting.

You should contact Trade representative attached to the Embassy of Sri Lanka in Moscow or Department of Commerce of Sri Lanka. You also should need to provide all information against to the complainer.

4. How do I start a business in Sri Lanka?

Before start the business in Sri Lanka, your company should be registered under the Company Act No. 07 of 2007. Authorized department for registering a company is the Department of the Registrar of Companies.

5. How do I register my own brand/trade mark in Sri Lanka?
